On September 10, Minister and Head of the Government Office Mai Tien Dung chaired a meeting with relevant units on expanding quarantine at accommodation facilities for foreigners and Vietnamese entering the country.
Mr. Dung said that the Prime Minister’s guiding spirit is to reopen international flights step by step, cautiously but not too strict, which will inhibit development opportunities.
`Currently, the demand from experts, businesses, and investors who want to come to Vietnam for surveys is very large,` Mr. Dung said.
Therefore, through the opinions of ministries, tourism associations, and businesses, the Government Office will synthesize and report to the Prime Minister at the Standing Government meeting on Covid-19 prevention tomorrow (September 11).
Accordingly, regarding quarantine, before boarding the plane to return to Vietnam, passengers must have negative test results from the host country about 3 days before, and after entering the country must be controlled and quarantined.
Upon arrival in Vietnam, guests will be quarantined at accommodation facilities for an appropriate number of days and during this period will be tested for PCR twice;

Minister Mai Tien Dung also noted that when international flights open, the number of visitors to Hanoi and Ho Chi Minh City will be very large, so the two localities need to increase accommodation facilities, publicly post the list and costs.
For passengers traveling from a third country, such as transiting to Japan, Korea… and then returning to Vietnam, they will have to take another plane and then comply with the mandatory 14-day quarantine regulations.
The Ministry of Health is requested to pay attention to the availability of PCR testing to return quick and accurate results.
`We must reform administrative procedures, issue visas quickly, have good connection information with localities and businesses so that visitors can enter the country easily as well as perform quarantine well,` Mr. Dung said.
On September 3, the Ministry of Transport issued a written report to the Prime Minister on opening flight routes with countries considered to be highly safe.
After assessing quarantine capacity, the Ministry of Transport proposed a flight frequency of 2 flights per week for each country/territory (one way to, one way to depart), with an estimated number of incoming passengers needed.
From April 1, Vietnam stopped all commercial flights with other countries.
