On the morning of September 5, Hanoi Police announced the issuance of new travel permits to 6 groups of people in region 1 (including 10 districts).

Groups 1, 3, 4: Agencies performing political, public service, and diplomatic tasks include cadres, civil servants, and public service officers working at Party, State, government, Fatherland Front, and union agencies.

These three groups will be responsible for approving and issuing travel permits by the heads of the units in accordance with the Government’s Directive 16.

Group 2: Officials, civil servants, employees, and workers of agencies and enterprises directly performing essential public service activities.

Process: The unit appoints a representative to work with the governing agency to provide information and a list of workers and drivers (cars and motorbikes) according to the form of the City Police to request a license.

Based on the list of requests from the governing body, PC08 will approve, print, sign and stamp the travel document with identification code and send it to the governing body for them to return to the unit or individual.

The driver’s travel document will not be stamped.

Group 5: Citizens leave their homes to buy food and medicine.

People who go to do mandatory medical services such as emergency services, medical examinations, buy regular medicine, get vaccinated, get tested for Covid-19, people who are discharged from the hospital, and people who take care of the sick only need accompanying documents to prove it.

People who come to the airport by ticket, to the diplomatic mission by appointment, or to court by summons only need proof documents along with citizen identification and a negative test within 72 hours.

Group 6: People working in agencies, businesses and other urgent cases serving public service activities or essential public benefits will be issued by the Commune, Ward or Town Police.

Process: Agencies in this group send a representative to work directly with the ward-level police to provide information, email address, and authenticate email address on the system.

Based on the registration list, the ward-level People’s Committee approves the list and returns it to the police at the same level for them to sign and stamp the travel document with identification code.

Hanoi Police recommend that people with travel permits need to declare their health via the website suckhoe.dancuquocgia.gov.vn before traveling.

It is expected that from September 6, the next round of social distancing in epidemic areas in Hanoi, the police will start checking travel documents according to the new form.

One day earlier, at an information meeting on Covid-19 prevention solutions, Hanoi Police Director Nguyen Hai Trung reported to the City People’s Committee that the police would preside over the issuance of travel permits with QR Codes.
