Dong Ve Green Park is a component of the technical infrastructure project of housing and green parks in the southern urban area of Thanh Hoa City.
According to the investor representative – Thanh Hoa Land Fund Development Center, the project was approved by the Provincial People’s Committee on June 3, 2013 and is expected to be completed after 5 years.
During the construction process, due to lack of capital and planning adjustments, the project was behind schedule, forcing it to extend the completion time many times.
However, for many months now, the contractor has almost stopped all construction activities.
Every day, dozens of people’s buffaloes and cows graze in Dong Ve green park.
After 7 years of construction, the park project has only completed about 60% of its volume.
Around the park, especially at the main gate, people turned it into a dumping ground for waste and scrap, creating a messy scene filled with flies.
`A public project with an investment of tens of billions of dong from the budget that has been left uncovered for many years causes loss of aesthetics and great waste. Voters have repeatedly consulted with authorities at all levels but have not seen any change.`
Many pedestrian bridge railings in the park have broken or exposed steel cores.
Explaining the project’s slow progress, Mr. Nguyen Van Long said `due to many times having to adjust the scale and from the beginning of the year until now, it has also been affected by the Covid-19 epidemic`.
On September 1, the contractor’s representative, Mr. Bui Van Dung, Director of Hung Cuong Construction Materials Joint Stock Company, said that `the project is behind schedule basically due to lack of capital`, but the investor denied this reason.
